Summary
After years of open source work, you build everything so anyone can run it themselves. But people often just use your hosted instance instead, as with the Podcast Index ActivityPub bridge. Dave doesn't want the Index to become the thing everybody depends on, but you can't force others to run their own. It has to happen organically.
